The area on the Laakhaven side of Hollands Spoor station will be transformed over the coming years into a lively urban district with housing, businesses and generous green outdoor space. This is outlined in the future plan presented recently by the Gemeente Den Haag. With this plan, the municipality is taking a leading role in safeguarding the quality, sustainability and affordability of development in the former industrial area.
Alderman Klaas Verschuure, responsible for Urban Development, says the plans offer perspective to tens of thousands of residents looking for a pleasant and affordable place to live, now and in the future. Located directly next to the station, the area is set to become a new Hague city centre that connects vibrant urban life with open, green spaces for meeting and relaxation, creating a place where everyone can feel at home.
The future plans are the result of a careful process of design and financial analysis, supported by clear agreements with market parties. Compared to expectations three years ago, significantly more housing will be built, around 2,400 additional homes, bringing the total for Laakhavens Hollands Spoor to approximately 11,000. In total, 30 percent of the homes will be social housing. This approach aims to provide as many people as possible with an affordable and comfortable place to live. As a consequence, there will be less space for heavy industry, and alternative locations elsewhere in the city will be sought for these businesses.
The development accounts for approximately one quarter of The Hague’s total housing construction target up to 2040. For this reason, strong attention has been given to amenities and accessibility. Plans include a large new city park, lively squares with space for activities, and room for a mix of functions such as creative manufacturing businesses, hospitality, shops and offices.
Streets in the area will become greener and the neighbourhood will be largely car-free, prioritising pedestrians and cyclists. Alderman Arjen Kapteijns, responsible for the Energy Transition, Mobility and Raw Materials, explains that walking, cycling and public transport will take centre stage in Laakhavens. At this public transport hub, more space will be created for greenery and social interaction, improving liveability and contributing to a more sustainable city. The goal is a healthy, well-connected neighbourhood for everyone.
With the development strategy and the public space plan now in place, the future vision for Laakhavens Hollands Spoor is complete. The municipality will guide the pace and sequence of developments over the next 20 years. The plans set out the main frameworks within which developers can build and clarify the role of the municipality. This coordinated approach is intended to ensure that the area remains attractive and liveable throughout its growth.
