Scope, Talent Hub South Holland, was officially launched during the International Film Festival Rotterdam (IFFR) 2026. With this new regional collaboration platform, the municipalities of The Hague and Rotterdam, along with partners from the film sector, are joining forces to develop film and media talent, improve the flow of talent into professional practice, and strengthen the film and media industry. 

During the launch, the municipalities of The Hague and Rotterdam also announced that they are launching a joint incentive program to support local cast and crew. With a €100,000 grant, the cities will invest in paid work experience for film and media makers from the region. The program will be linked to the Netherlands Film Production Incentive of the Netherlands Film Fund and will offer productions filmed in The Hague or Rotterdam additional opportunities to employ regional cast and crew. The pilot program is still being developed and will launch shortly.

Building one regional network together 

South Holland boasts a rich and diverse film and media landscape, with creators, production companies, educational institutions, festivals, and screening venues. At the same time, the available resources are fragmented, and creators struggle to navigate existing support systems. Scope brings together existing initiatives and strengthens collaboration between parties, so creators receive better guidance and support throughout the various stages of their careers.

Scope is an initiative of the industry, the municipality of The Hague, and the municipality of Rotterdam. The International Film Festival Rotterdam and Filmhuis Den Haag are the driving forces behind the Talent Hub. Both cities are building a cohesive network where talent can develop sustainably.

Next steps 

Scope is based on a partnership between The Hague and Rotterdam. Both municipalities are laying a foundation for talent development and collaboration within the film and media sector. In the coming period, they will explore how other municipalities can join in and how the network can be gradually expanded.
